port state control, port-State control
Paris Memorandum of Understanding on Port State Control (PSC), signed in Paris on 26 January 1982, concerning the enforcement, in respect of shipping using Community ports and sailing in the waters under the jurisdiction of the Member States, of international standards for ship safety, pollution prevention and shipboard living and working conditions. According to this agreement, the Port State Control Committee assures that 25% of all ships going into the ports of the port States (who participate to this arrangement) are examined to see whether they comply with security rules.
