a country that, by agreement: a. receives forces and materiel of NATO member states or other countries operating on/from or transiting through its territory; b. allows materiel and/or NATO and other organizations to be located on its territory; and/or c. provides support for these purposes, mitmeriigioperatsioonide kontekstis riik, mis kokkuleppe alusel (a) võtab vastu tema territooriumil või territooriumilt tegutsevaid või seda läbivaid NATO või teiste riikide vägesid ja varustust, (b) lubab paigutada varustust ja/või NATO struktuure oma territooriumile ja/või (c) toetab neid nimetatud eesmärkidel
